Transfer of Adult Career-Technical Education

Adult, Post High-School Programs included in
University System of Ohio Plan

Ohio House Bill 119, signed by Governor Ted Strickland on June 30, 2007, states:

Section 269.60.30.
PLAN TO MOVE ADULT EDUCATION PROGRAMS TO BOARD OF REGENTS The Board of Regents shall work collaboratively with the Department of Education to identify adult career-technical education programs that shall be transferred to the Board of Regents. The Chancellor of the Board of Regents shall work in consultation with the Department and the various identified programs to develop a plan by July 1, 2008, for the transfer that benefits adult learners by preserving points of access, increasing opportunities, maintaining affordability, and creating a system of uniform quality with the ability to earn credit. The transfer shall be completed by January 1, 2009. The purpose of this programmatic transfer is to better align and maximize the strength and flexibility of the full array of Ohio adult workforce education assets to improve the overall quality of adult education and training program course and training offerings in order to increase the skills and improve the employment prospects of adults...

Chancellor Eric Fingerhut's vision for Ohio includes a K-16 partnership that enables the state to have a globally competitive system of education. This seamless pipeline includes:

  •  Adult Workforce Education (AWE), which includes customized services and short-and long-term education and training programs that generally culminate in an industry-recognized credential; and
  • Adult Basic and Literacy Education (ABLE), which provides remediation in basic academic skills such as reading, writing, math and problem solving; GED preparation; and English for speakers of other languages.

In November 2007, the first meeting of the State Advisory Committee on Adult Career-Technical Programs was held. In December 2007, a Website was launched to:

  • assist with public engagement related to the transfer of adult education programming from the Ohio Department of Education to the Ohio Board of Regents; and
  • provide information on how the committee is developing a united workforce education system.
